Rocky and Mugsy are a pair of gangsters and recurring antagonists in the Looney Tunes and Merrie Melodies theatrical shorts. They were created by Friz Freleng and made their official debuts in Golden Yeggs and Bugs and Thugs, respectively. Their voices were originated by Mel Blanc.

An earlier mob character by the name of "Rocky" made his debut in the 1946 short Racketeer Rabbit, himself a parody of actor Edward G. Robinson. The concept was used again for 1950's Golden Yeggs, of which Rocky was reworked to be a more generalized caricature of the "tough guy" gangster. Following his paring with a one-time partner named Nick in the 1953 short Catty Cornered, Rocky would officially be paired with Mugsy in Bugs and Thugs, itself a semi-remake of Racketeer Rabbit, in 1954.

Mugsy himself would appear without Rocky in the 1956 Merrie Melodies short Napoleon Bunny-part, and in the 1995 Looney Tunes short Carrotblanca.
